@pooja Dear its clearly written above that if you uses S-tel ( which is not available in delhi ) then it will cost you 11 paisa per sec.
If you are asking for cheapest operator for call to dubai then i will suggest you to go for VOIP calls as it will cost you hardly 1 or 2rs.
or buy any world calling card of Vodafone, Airtel or Reliance
